A couple things: BPO&#039;s with compensation came up some months back when an opinion was thrown around from the HBR that echoed a recommendation from the Appraisers. However, the Hawaii Revised Statutes don&#039;t support the position at all. In a nutshell, if an agent doesn&#039;t represent himself as a licensed appraiser, it&#039;s not prohibited (and really...what appraiser is going to do a BPO for $50?). That said, if there is absolutely no possibility of receiving a listing as a result of the work, then the BPO bleeds over into a gray area.
Also, although the majority of the BPO&#039;s are indeed in Ewa and Waianae, there&#039;s no place on the island that&#039;s immune...!</description>

I received an email from someone who said he was from China and wanted to make a cash offer on a home in Ojai. He asked me to send him listings between 500 and 800K. I sent the listings just to see what would happen. He wrote back that he would like to make an offer of $570k for one of the listings. I explained that offers have to be in writing and they have to be accompanied by 3% earnest money. He wrote back a couple of days later that in his country no money is paid until the final sale. I once again told him he would have to either send a cashier&#039;s check or wire the money to escrow. He said he would have his lawyer look into it. He even sent me a bank statement from the Bank of China showing he had $1.5 million in the bank and gave me his phone nuimber and physical address. I haven&#039;t checked those out yet because I do believe this to be a scam and don&#039;t want to waste too much time on it. I&#039;ll let you know if the cashiers check arrives :-) and that will happen when pigs fly. Thanks again!
